The contract, to be managed from Prague and overseen by O2 UK Chief Executive Ronan Dunne, was described as a beachhead, and the company promised more news of contracts through 2009 and 2010. Telefónica said it was confident it had the skills and experience to manage international contracts of this type — partly thanks to the O2 acquisition. While Telefónicawatch considers there are risks and pitfalls ahead as the company tries to find growth in new areas, it also has the potential to prove an early success in this sector. The contract, to be managed from Prague and overseen by O2 UK Chief Executive Ronan Dunne, was described as a beachhead, and the company promised more news of contracts through 2009 and 2010. Telefónica said it was confident it had the skills and experience to manage international contracts of this type — partly thanks to the O2 acquisition. While Telefónicawatch considers there are risks and pitfalls ahead as the company tries to find growth in new areas, it also has the potential to prove an early success in this sector. Telefónica signed a 3G co-operation agreement with China Unicom, the Chinese telecoms giant in which it holds a 5%-stake. The pair are to develop joint 3G initiatives, and may use their massive combined spending power to conduct vendor deals and influence the development of devices. [p.8.]
Huawei also signed a major contract with Telefónica, and will provide a services platform to enable rapid-rollout of value-added and converged services across Latin America. [p.17.]
Nokia Siemens Networks drew attention to its role in the development of Telefónica’s 3G network in Spain, highlighting its green credentials and efficiency savings. There were also reports that the vendor is working with Telefónica O2 Czech Republic for network rollout in the country and in neighbouring Slovakia. [pp.12,36.]
Complications continue to emerge for Telefónica’s Latin American business due to its 2007 acquisition of a 10%-stake in Telecom Italia. In Brazil, where both Telefónica and TI have strategic mobile interests, the securities regulator has deemed the acquisition of a controlling stake in the Italian incumbent by Telco SpA amounts to a change of ownership of TIM Brasil, prompting a mandatory offer to buy-out existing shareholders in the business. Telco is contesting the ruling. Further, the value of Telco’s TI holding was also written down by EUR1.4bn after a review by an investment bank, although Telco still values TI at almost twice its current market capitalisation. Whether Telefónica will write-down the value of its stake in its next accounts, and if so by how much, is not yet clear. [pp.21,10.]
GROUP: It was rumoured that Telefónica had an offer for Telecom Italia’s fixed-line internet assets in Germany turned down. [p.4.]
Telefónica pleased the markets with the announcement of a EUR1.15 dividend for 2009, up 15% on a year earlier. [p.8.]
A Telefónica demonstration of RCS technology was heralded by vendors. [p.9.]
ESPAÑA: Telefónica España announced it had won deals to provide converged networks and associated services to bankers Ibercaja, and insurers Pelayo Group. [p.11.]
The imminent launch of Spain’s first Android-based mobile device was trumpeted by Telefónica. It also announced a new offer on cheap calls to mobiles for bundled customers committed to Movistar contracts. [pp.16,11.]
Telefónica España is to offer mobile device management solutions to business customers on a software-as-a-service (SaaS) basis, following an agreement with technology provider Mformation. [p.13.]
The Spanish competition authority confirmed an earlier decision that Telefónica had acted improperly in signalling its plans for new mobile pricing, following the introduction of per-minute billing in Spain. Fixed-line and mobile termination rates for the coming two years were announced by the regulator. It looks like Telefónica is also going to be free to roll out a fibre network offering broadband speeds of more than 30Mbps, without the obligation to provide equivalent wholesale services, despite reservations from the European Commission, and discomfort among the regulator’s board members. [pp.14,15.]
LATINOAMÉRICA: Telefónica was linked to a possible acquisition of Telecom Italia’s stake in the Cuban incumbent mobile operator. There was also some speculation that consolidation among fixed-line service providers in Mexico could see Telefónica stepping in to boost its presence in the country. The fixed and mobile units of Telefónica in Peru are to be formally merged. [pp.4,28,29.]
Telefónica stated that it was committed to investing around EUR375m in rolling out mobile broadband and fixed-line services in Argentina during 2009, and was reported to have promised to spend nearly EUR700m in Brazil on fibre and potential partnerships with Vivo. [pp.17,21.]
A consumer protection body in São Paulo, Brazil is launching an action against Telesp that could potentially cost the company EUR350m. Nextel Mexico is also suing Telefónica, complaining of anti-competitive practices. Movistar Uruguay made a complaint against rival Claro over alleged mis-selling to its customers. [pp.23,28,30.]
In Argentina, Movistar expanded its mobile music offering, while, in Chile, a new location-based social-networking service was launched. The Yahoo! OneSearch mobile search solution was also extended to the Movistar network in Uruguay. [pp.18,26,30.]
It was reported that Telefónica planning a Brazilian IPTV launch in July 2009, while small-scale trials of video-on-demand technology are still in progress in Argentina. Movistar Peru launched live mobile television services in conjunction with handset manufacturer ZTE and solutions provider Telegent Systems. [pp.22,20,29.]
Vivo recorded a strong month for customer acquisitions in December, helping it to increase its market lead slightly against a declining trend. The Brazilian mobile sector is expected to see good growth in 2009, albeit down slightly from 2008 levels. [pp.23,24.]
Convergys was awarded a contract to provide billing services and support for Vivo’s contract customers. [p.24.]
Mobile termination rates were cut by nearly 45% in Chile, and caps on fixed-line rates were removed in a move viewed as positive for Telefónica. Less positive news followed, however, with indications that anti-trust authorities in the country were wary of allowing communications providers to bundle basic telecoms offerings with television and internet services. [pp.25-26.]
TELEFÓNICA EUROPE: A number of senior O2 executives gave their views on the prospects of the market in 2009, with UK Chief Executive Ronan Dunne claiming the IT and communications sector could provide the impetus to economic recovery. Dunne also emphasised working to keep customer loyalty, which will be a priority in 2009. [pp.31-34.]
A management reshuffle was announced at O2 Czech Republic, and a new division created focus on the delivery of ICT services, while units specialising in serving the SME and larger corporate segments were also formed. A wholesale ‘naked’ DSL offering is being trialled. Alcatel-Lucent announced a new messaging services contract with TOCR. [pp.35,36.]
In Germany, O2 launched an IP telephony offering for businesses that uses the fixed-line network of Telefónica Deutschland. In the consumer market, a home and mobile broadband package offering fixed-line DSL and 3G mobile broadband was unveiled. The German O2 unit predicts strong growth of mobile broadband for 2009, and expects to treble its current level of customers for the service. To support the growth, a HSUPA network is being rolled out and a series of new products and services are to be unveiled. [pp.37,38.]
O2 UK trumpeted its performance in leading the 2008 JD Power surveys on customer satisfaction for both fixed-line and mobile broadband services. However, a report by Strategy Analytics questioned the quality of O2’s mobile portal compared to rivals, and there were reports of significant network congestion problems on the O2 fixed-broadband network. The UK unit is soon to offer free Samsung laptops to mobile broadband customers. [pp.42,43,44,42.]
O2 UK won a mobile services contract extension with the AA and announced a similar deal with services company SAGA. The UK unit also signed a framework agreement that should see it provide mobile voice and data to public sector bodies. [pp.40,41.]
ASSOCIATES & INVESTMENTS: China Unicom was granted a WCDMA-based 3G licence in China, with significant investment in the technology planned for the coming two years. Portugal Telecom’s plans for a next-generation network rollout were boosted by the extension of government credit lines to fund development, as rivals complained this favoured the incumbent. In Italy, the prospect of a network spin-off by Telecom Italia was still said to be an option. The Italian incumbent indicated it would rollout an HSPA+ network in 2009, offering 28Mbps download speeds. TI plans to take control of Telecom Argentina appear to have been blocked by anti-trust authorities. [pp.48-49,50,52-53,54.]

NETWORKS: Nokia Siemens trumpets Telefónica 3G contract
Nokia Siemens Networks (NSN) highlighted its role in the roll out of Telefónica España’s 3G network, which it said had expanded by more than 25% in densely populated areas.
The NSN deployment, featuring its Flexi Base Stations, was also described as providing improved energy efficiency and a low environmental impact, while being “future-proofed” for the arrival of Long Term Evolution (LTE) services. Network and service management solutions for monitoring, analysing and managing the Telefónica network were also provided by the vendor as the network developed.

PARTNERS: Mformation handed Telefónica partnership role
Mformation Technologies, a US-based mobile device management technology provider, announced its solutions are being used as part of a new device management solution being offered to Telefónica España business customers on a software as a service (SaaS) basis.
The service, rolled out to Telefónica enterprise customers in 2008, offers customers a secure and customisable management environment, providing control and visibility over a wide range of mobile devices used by employees, according to the vendor.

Telefónica signs strategic alliance with USP Hospitales
It was announced that Telefónica had signed a strategic agreement to work with USP Hospitales, a Spanish healthcare services provider, on e-health, telemedicine and tele-radiology projects.
The two companies expect to work on the development of solutions based on voice and data technology to improve patient care, and were said to foresee international applications for the offerings.
The agreement is expected to generate more than EUR1.3m in revenue in the coming year.
